Our nongovernmental and noncommercial
organization has been created by private persons together with the firm
“Interconcepts Inc.” (USA) and the Tashkent Chamber of Commodity Producers
and Entrepreneurs pursues the following goals and purposes:
perfection of the mechanism of finance administration of structures of
average and small business,
acceleration of development of business, growth of number of private
enterprises and rendering of support of the development, existing
structures, improvement of practice of business dealing, expansion of
access to financial resources,
reduction of legal and normative barriers in path of development of
business
assistance, support in creation and distribution of financial-solvent
mechanisms of crediting of the enterprises of small and average business,
both through existing bank system, and by means of innovational circuits
and, directly, through the credit unions
For achievement of the goals and purposes the special program of NGO
“HAMKORLIK VA BIZNES STRATEGIYASI” that includes a number of directions
has been developed:
I. Assistance in the organization and activity of the credit unions.
1. Organization and presentation of round tables for persons interested in
the creation of credit unions
2. Creation, publication and distribution of an advertising leaflet on
credit unions
3. Development of strategies for branch, territorial and other types of
credit unions.
4. Development and introduction of recommendations for business - plans
for first three years of activity of the credit unions.
5. Management Training for future managing personnel of the credit unions
6. Creation of a package of the normative documents regulating the
activity of the credit union according to the current legislation of
Republic of Uzbekistan.
7. Creation of a recommendatory package of internal normative documents
for the operation of a credit union
8. Legal, economic and management consulting support of working credit
unions.
9. Organization of seminars on an exchange of experience of the credit
unions that are included in the international associations of the credit
unions.
10. Introduction of Uzbekistan operational experience of the credit unions
in the neighboring countries in the Central Asian region.
11. Organization and presentation of seminars with the topic of
development of recommendations and suggestions on the liberalization of
working mechanism of legislative base of licensing and activity of the
credit unions.
12. Edition of a quarterly bulletin on activities of the credit unions in
Republic of Uzbekistan in a printed and electronic form.
13. Creation of an information database and rating systems for the Credit
unions working in Republic of Uzbekistan.
II. Creation of a “bank” of ideas for development of small and average
business enterprises.
1. Creation of an analytical group for the definition of a financial,
legal and technical condition of the enterprises.
2. Creation of an information database of the enterprises with constant
updating
3. Recommendations on changes in profile, management or organizational
structure, reequipping or refinancing of economically insolvent
enterprises
4. Recommendations for management of the enterprise according to the
international standards, to organizational structure and creation of new
workplaces.
5. Assistance to find access to commercial credits and credits of other
financial structures, recommendations in development of business - plans
and the feasibility study reports.
6. Presentation of seminars for the establishment of direct contacts of
private enterprise structures of near and distant foreign countries with
the Uzbek businessmen with assistance of Commercial and Industrial
Chambers of the various countries.
7. Preparation of a package of proposals for stimulating investments in
economically attractive enterprises for local and foreign investors
8. Organization and participation in meetings, joint business - seminars,
presentations .exhibitions with the purpose of informing and an exchange
of experience in sphere of small and average businesses (SMEs) in
Uzbekistan.
9. Creation of own web-page in a network on the Internet, for publication
of the information on activity NGО “HAMKORLIK VA BIZNES STRATEGIYASI”.
In April, 2002 in Uzbekistan the law “On credit unions” was ratified.
Under the voluntary initiative of the company «Interconcepts Incorporated»
(USA) which further began as one of the founders of NGO “HAMKORLIK VA BIZNES STRATEGIYASI”, the educational group was generated from among
experts in legal and financial consulting, and the training course under
the program, on a theme Credit Unions was carried out.
Since June, 2002 our experts, being engaged in the organization of the
credit union “MARVEL CREDIT UNION” for joint venture «Marvel Juice» in Namangan, have faced a number of the problems connected, unfortunately,
with absence of the information on work of credit unions, about their
purposes and problems. It has resulted to idea about creation of the
special project for operative training and introduction of experience of
foreign countries in Republic of Uzbekistan on the credit unions, that it
is sharply necessary, for creation in the country of successfully working
credit unions.
The initiative group together with the company «Interconcepts
Incorporated» (USA) for an embodiment of mission has involved as founders
the NGO Chamber of commodity producers and businessmen of Tashkent,
uniting more than 25000 of small and average enterprises and
businesses.
